Quotation marks go after punctuation, not before.

It depends if the punctuation is being quoted or not. If the punctuation is being quoted, then it should be between the quotation marks, and otherwise it should be outside.

Actually, the OP's pic has it wrapping because of the white-space, so that "<span" is actually complete. But if I were to go off of that in the image, than we are missing the last bit of that sentence. The '&' should actually be &quot; I believe.

So he's talking about the fact that the board.php script (or one of the many other referenced php scripts within that script), performs sanitation before truncation, therefore, a " mark will become &quot;, but the character count was too high because of that, therefore &quot; got cut to just &.
